OTTI’S KITCHEN CABINET BATTLE FOR SUPREMACY, AS AG, HOS FACE-OFF

It is no longer news that Governor Alex Chioma Otti, assembled strange bedfellows, who were mostly pulled from various private sectors outside Abia, without cognate public sector management experience to form the nucleus of his team.

As a cynic, Otti didn’t trust any public servant in Abia State, which has culminated into mass sack, suspension or use of very junior staff in place of their superiors in the running of the Abia Civil service.

One of such, who typically situated the conversation in displacing superiors in the Civil service,is the controversial Head of Service, Lady Joy Maduka, who was appointed on acting capacity but lately signs off in her official communications as the substantive Head of Service.

It was gathered that prior to her appointment as acting Head of service, she was a deputy director.

Another in the flank of deployment of complete strangers from private sector outside Abia state, is the Accountant General, who was hoisted on the civil service cadre,outside the civil service rule,which stipulates that the office of the Accountant general must be given to only those in active service and not a political appointment.

The Governor has since regularised her appointment by absorbing her into the service.

There is no love lost between these two ladies who succinctly defines the confusion that has been the lot of Governor Alex Otti since he assumed office about three months ago. They also properly situate the paradoxical use of juniors to displace their superiors and importation of neophyte into the public service.

Public sector Experts have expressed worry about the directives that come from government which often times is followed with a counter, the reason is not far-fetched,as Lady Joy Maduka and Mrs Njum Onyemenam, have taken their egotistical warfare to a whole new level and into public arena.

Last week,the Head of Service released the posting of Directors of Finance of MDAs,without recourse to the State Accountant General who should have been carried along at the first instance. This didn’t sit well with madam AG.

Again, the Head of Service also effected the posting of Account clerks and as usual,ignored the Accountant General of the state .

In quick reaction, The AG has warned all the affected staff to ignore the posting and continue at their duty post .

These Squabbles have further compounded the problems of Governor Alex Otti and his inadequacies in personnel management. A technocrat who cannot control his immediate staff cannot inspire change for those outside.

A new Abia cannot be possible under atmosphere of confusion, as they have turned the civil service into battle field for fight of wills. Their ego fight further puts to question the preparedness of the Governor.
